The Tribes of the Umatilla Indian Reservation are the Cayuse, Umatilla, and Walla Walla people. Our homeland is the area now known as northeastern Oregon and southeastern Washington. Each year, the Wildhorse Foundation makes grants to eligible government, Tribal, and nonprofit organizations in that homeland area:

  • Morrow, Umatilla, Union, and Wallowa counties in Oregon

  • The Tribes’ Ceded Territory in Washington which is most of Benton, Columbia, and Walla Walla Counties

  • Confederated Tribes of the Umatilla Indian Reservation

 

Also eligible are:

  • Any Native American Tribal government agency or Native American charitable organization with its principal office and base of operations within the State of Oregon.

  • Any National or Regional Indian Organization that serve or promote Indian interests on a national or regional basis.

 

We do not make grants to individuals, organizations for sectarian or religious purposes that primarily serve their own members or adherents, groups who seek to influence elections or legislation, private foundations or endowment funds, making up operational deficits or retiring debt, or institutions that unfairly discriminate against race, ethnic origin, sex, creed, or religion.

Who is Eligible

How To Apply

There are four grant periods per year. The deadlines are January 1, April 1, July 1, and October 1. The Foundation Board is notified of every grant application that meets the stated criteria. They review and discuss each application. All grant applicants are informed of Board decisions and grant recipients are invited to attend a yearly luncheon with the Board and staff in attendance.

A grant request cannot exceed $30,000 per year. Only one grant per organization is customarily awarded in a 12-month period. Applicants shall not be eligible for another grant until a final report has been submitted and the active grant has been closed. 

Overview of the grant cycle:

  • All grants must be received by midnight on the deadline date. There are no exceptions. We recommend that you submit the application as soon as possible to avoid any technical difficulties causing a delay in your submission.

  • The grant review process can take up to two months. The Foundation Administrator first reviews and screens applications to determine eligibility and completion.

  • When the Foundation Board of Directors has completed the consideration of grant awards, all applicants are notified as to the outcome of their requests. All decisions are final.

  • Grant awards are paid following receipt of the signed grant agreement. Announcements of the grant award will be made by the Foundation and are expected to be made by the grantee. When issuing a press release, grantees should email a copy of their drafted press release to ensure that all the information provided about The Wildhorse Foundation is accurate.

  • Grant recipients must utilize the funds as they are awarded, and in accordance with the project budget submitted in their application unless otherwise noted in the grant agreement.

  • The final report must be submitted by the project end date. This date is set from the dates provided on the application and must occur no later than one year after the receipt of funds.

RAPID RESPONSE GRANT

A Rapid Response Grant is meant for small needs that surface throughout the year. There is no deadline to apply, however, only one Rapid Response grant is customarily awarded in a 12-month period.  These grants of up to $1,500 are subject to the same standards and guidelines as the full grants.

The Rapid Response Grant is not meant to be an event sponsorship or an annual supplement to your operational budget. A Rapid Response grant cannot be used to supplement a project for which you have received a Wildhorse Foundation grant or to supplement a project for which you have a pending application with Wildhorse Foundation.

An organization can receive one Rapid Response Grant and one regular grant from the Wildhorse Foundation in a 12-month period. However, the Rapid Response Grant is not intended to supplement a regular grant request.
